In September 2018, the persistent failure of the steam-heating system located beneath the area of Lawyers’ Mall required the replacement of pipes, and it was necessary to remove the Marshall Memorial to accommodate this work. The complete deconstruction of the plaza afforded the opportunity to revisit its design, and to make improvements to accessibility and security.

Along with Ziger/Snead, DGS and the State House Trust, we created a plan to incorporate permanent security elements, along with improved handicap access, additional lighting, as well as planted beds and trees. Critical to the new design was the preservation of the original design of the memorial, returning all of its elements to the plaza in the same configuration, and on the same axis in relation to the Legislative Services Building.
